On July 28, a Vietnamese delegation led by Dr. Le Xuan Dinh, Vice Minister of the Ministry of Science and Technology of Vietnam (MOST), visited the KRISS. The delegation included high-level officials from related organizations, including MOST, the Directorate for Standards, Metrology and Quality (STAMEQ), the Vietnam Metrology Institute (VMI), the National Assembly (NA) Committee for Science, Technology and Environment (CSTE), the Ministry of Justice, and the Embassy of Vietnam in Seoul.
The day's program began with a meeting between the heads of the institutions, followed by a laboratory tour and a KRISS Academy roundtable session. The leadership meeting was attended by KRISS President Dr. Lee Ho Seong and other key executives, including Vice President Dr. Park Yon-Kyu, Dr. Kwon Su Yong, Director of the Division of Physical Metrology, Dr. Kang No-Weon, Director of the Division of Policy and Technology Services, and Ms. Park Hyerin, Head of the Center for International Cooperation, who welcomed the delegation.
The leadership meeting opened with a welcoming address by KRISS President Dr. Lee Ho Seong and a response from Dr. Le. The first item on the agenda was a presentation by Ms. Park Hyerin, Head of the Center for International Cooperation, on KRISS's major research and management achievements and the current status of cooperation with Vietnam. Ms. Park introduced the functions and role of KRISS as a national metrology institute (NMI), as well as Korea's measurement standards system.

Next, Mr. Tran Quy Giau, Director of the Metrology Department at STAMEQ, presented the organization's current status along with the key contents of the ongoing amendment to Vietnam's Law on Measurement. STAMEQ is an organization under MOST, responsible for law enforcement and integrated national management. Mr. Giau said that STAMEQ has achieved outcomes such as developing three laws, establishing more than 100 implementing rules and guidance documents, and participating in 16 international organizations. He added that it is currently focusing on amending the Law on Measurement, centered on the digital transformation of measurement standards, improvements to the legal framework, and decentralization.

In the Q&A and cooperation discussion session, Vice Minister Dr. Le stated that Vietnam is using KRISS as a role model for the amendment of its Law on Measurement. He also expressed deep appreciation for the significance and importance of KRISS's various educational programs, such as the Global Metrology Academy (GMA) and the UST-KRISS School, which aim to strengthen the metrology capabilities of developing countries and to cultivate future experts in measurement standards.
Concluding the meeting, President Dr. Lee Ho Seong emphasized that "just as the foundational design is important when constructing a building, measurement standards form the bedrock of a national system." He added, "Just as KRISS grew with the support of advanced countries in the past, we will now become a reliable partner for Vietnam and work together."
The Vietnamese delegation then visited the laboratories of the Length and Dimensional Metrology Group (Dr. Kang Chu-Shik, Principal Research Scientist, and Dr. Jang Yoon-Soo, Senior Research Scientist) and the Quantum Electricity and Magnetism Metrology Group (Dr. Lee Hyung Kew, Head, and Dr. Chae Dong Hun, Principal Research Scientist). Following explanations from the KRISS researchers, the delegation took a close look at the operation of cutting-edge measurement equipment, key research achievements, and future goals, showing strong interest.

The final session was a practical roundtable with Vietnamese researchers, hosted by KRISS Academy. It was attended by Dr. Kim Sook-Kyung, Director of KRISS Academy, Dr. Kim Jaewan, Director of the Center for Hyper-Connected Scalable Super-Quantum Computing, and Ms. Park Hyerin, Head of the Center for International Cooperation, along with all of the Vietnamese postdoctoral researchers currently working at KRISS. Dr. Kim Sook-Kyung shared the achievements of the KRISS GMA and the UST-KRISS School, and introduced practical cooperation measures for participating in future educational programs.
Dr. Kim Jaewan then reflected on his long-standing relationship with the late Professor Nguy?n V?n Hi?u, a renowned Vietnamese theoretical physicist, emphasizing that the legacy of such pioneering scholars is a valuable asset for scientific and technological exchange between the two countries. The seven Vietnamese postdoctoral researchers present introduced their respective research fields, and Vice Minister Dr. Le encouraged them for the achievements they have made in Korea and urged them to contribute to the advancement of science and technology in their home country in the future.
Through this visit, the two institutions reaffirmed the trust they have built over the years and are expected to further strengthen practical cooperation for advancing measurement standards infrastructure and developing science and technology talent.
