KRISS Attends 27th Meeting of CGPM as Delegation of Korean Government

On May 20, 1875, the representatives of 17 nations signed the Metre Convention in Paris, France. The General Conference on Weights and Measures (CGPM) was later established under the terms of the Metre Convention. It is composed of the International Bureau of Weights and Measures (BIPM), International Committee for Weights and Measures (CIPM), and member states of the Metre Convention. Korea signed the Metre Convention in 1959, and has since played an active role in CIPM and Consultative Committees (CCs). The CGPM met once every six years according to the original Metre Convention, but now meets once every four years. KRISS formed a delegation on its own to attend the CGPM, and has represented the Korean government since the 18th meeting of the CGPM in 1987.

 

The 27th meeting of the CGPM was held in Versailles, France for four days from November 15 to 18. Dr. Hyun-Min Park, President of KRISS attended the meeting as the head of the Korean delegation, and carried out multilateral cooperation on measurement standards and measurement science.

* General Conference on Weights and Measures (CGPM): The highest decision-making body of international measurement standards that meets every four years

* International Bureau of Weights and Measures (BIPM): An international research and administrative organization of measurement standards established after the 1875 signing of the Metre Convention

* International Committee for Weights and Measures (CIPM): Composed of 18 metrologists of different nationalities who provide technical advice for BIPM and CGPM

  - CIPM has 10 Consultative Committees (CCs) in various fields, and KRISS is a full member in all 10 CCs

About 300 people, including delegations of 100 member states of the Metre Convention, related international bodies and regional organizations, attended this meeting both online and offline. A total of seven resolutions on measurement standards and BIPM/CIPM governance were passed. The decisions made at the meeting include: △ adding four new SI prefixes (R, r, Q, q),  abolishing the leap second by 2035 and increasing the maximum value for the difference (UT1-UTC), and  increasing the dotation paid to BIPM (by an annual 1.5%) by member states of the Metre Convention from 2024 to 2027.

On November 18, the last day of the CGPM meeting, new CIPM members and CEC members were elected. Dr. Sang-Ryoul Park, principal research scientist of the Biomolecular Measurement Team (the current CIPM member and CCQM chair), was re-elected as a CIPM member, and Dr. Chu-Shik Kang, principal research scientist of the Length and Shape Standards Team, was elected as a new CEC member. With two researchers being part of the global community of prominent metrologists, KRISS has helped Korea to maintain leadership in CIPM and enhanced its global status as the national metrology institute.

* Committee of CIPM Election (CEC): Assesses and recommends candidates for the election of CIPM members; composed of nine representatives (one per member state)

* Consultative Committee for Amount of Substance: Metrology in Chemistry and Biology (CCQM): One of the 10 CCs of CIPM; CIPM member Dr. Sang-Ryoul Park has served as chair of CCQM since 2019

 

 The Korean Agency for Technology and Standards (KATS) of the Ministry of Trade, Industry and Energy was also present at the meeting, and this has helped to enhance understanding of the two institutes. To further enhance understanding of international measurement standards activities and the role of KRISS, KRISS will cooperate closely with KATS, which is responsible for paying Korea’s BIPM dotation, when participating in activities related to CGPM and BIPM.

The meeting of the CGPM was held to not only discuss the international response to measurement science issues under the goal of global coherence, but also to provide an opportunity for representatives from around the world to share the latest trends in measurement standards and exert greater efforts for research cooperation in the post-COVID-19 era.

KRISS has recorded significant achievements despite its short history of 47 years, joining the ranks of world-leading institutes with a history of around 100 years. Based on its outstanding capabilities in measurement science, KRISS hopes to participate actively in international activities and lead the global community for measurement standards.
